Ortskräfte, das sind Personen, die beim deutschen Afghanistan-Einsatz entweder der Bundeswehr oder auch anderen deutschen Institutionen geholfen haben. Die anderen 142 Personen kommen mit politisch umstrittenen Aufnahmeprogrammen (etwa dem „Schutz für besonders gefährdete Personen“) der Bundesregierung ins Land. Doch nach Aussagen des hochrangigen Regierungsbeamten akzeptierte das AA statt der eigentlich benötigten Eheurkunde am Ende „eine chronologisch sortierte Fotosammlung, die die eheähnliche Beziehung der beiden Personen belegen sollte“. In beiden Fällen hat das Auswärtige Amt der Einreise zugestimmt. Bisher sind auf diesem Wege mehr als 35 800 Afghanen nach Deutschland gekommen. Weitere 3000 Afghanen haben noch eine Aufnahmezusage, warten auf ihren Flug nach Deutschland. Kosten: 25 Millionen Euro.
